Kwara Government Subsidies Health Insurance with 2% as Enrollment for Civil Servants Begins, Following Negotiations with Labour
In a Landmark move to achieve universal health coverage and secure sustainable, qualitative healthcare for its workforce, the Kwara State Government has commenced the implementation of the State Health Insurance Scheme for civil servants, with the statutory 2% contribution from workers, reflected in the September 2026 salary payroll.
Under the arrangement, the 2% contribution deducted from the salaries of State civil servants will be matched by an additional two per cent counterpart contribution from the Kwara State Government, creating a 50:50 cost-sharing model, for the financing of healthcare services.
The initiative is designed to provide sustainable access to quality healthcare for State workers while reducing the financial burden associated with out-of-pocket medical expenses. The scheme provides health insurance coverage for enrolled civil servants, as well as up to 5 dependents below the age of 18, and dependent students under their direct care.
The contributions from both workers and the State Government, will be strictly ringfenced for the purchase of healthcare services from accredited healthcare providers across the state. The Kwara State Health Insurance Agency (KWHIA) will oversee the management of the funds, with emphasis on transparency and accountability.
A multi-stakeholder implementation committee has also been inaugurated by the Office of the Head of Service, to strengthen oversight, and ensure effective implementation of the programme. The committee comprises representatives of the Office of the Head of Service, Ministry of Finance, Office of the Accountant General, Organized labour unions and KWHIA.
The committee will monitor implementation, review milestones, address emerging concerns, and receive regular updates on the progress of the programme.
KWHIA has also concluded the necessary technical and logistical arrangements with accredited healthcare providers across the State. Consequently, enrolled civil servants and their eligible dependents are scheduled to commence access to healthcare services from December 1, 2026.
Ahead of the commencement of the salary deductions, KWHIA conducted sensitization exercises across Ministries, Departments, and Agencies (MDAs) to ensure that civil servants were adequately informed about the scheme, and its implementation.
To ensure that no worker is left behind, plans are underway, to deploy enrolment officers, to register civil servants, who were not captured during the initial registration exercise, conducted between April and July 2026, either at KWHIA office, or Office of the Head of Service.
The ongoing enrollment process will also facilitate the completion of biometric verification, and the selection of healthcare facilities, ahead of the December commencement date.
